PROJECT INCEPTION REPORT




INTRODUCTION
The project deals with construction of stadium seats at north side of the stadium aim to accommodate approximately 500 seating people. The purpose of this project is to develop a good quality football stadium stand for football fans at university of Dar es Salaam, it will contain all necessary facilities and constructed in a manner that meets safety requirements and all other necessary qualifications. This development will motivate and increase involvement of higher number of people in sports.

University of Dar es Salaam through department of sports have confirmed appointment of group 06 ltd as contractors to undertake Construction Of University Of Dar Es Salaam Stadiums Stand/Seats

Environmental analysis
Ø  site location
The site is located behind College of engineering and technology where there are several sports grounds but the one we are going to deal with is football ground besides magufuli hostel road
Ø  site accessibility
The site can be accessed from magufuli hostel road also from nearby football ground which benefit the users of the ground
Ø  site vegetation
The site is covered with small sized grasses with also terrain to which it will be cut to meet the requirements of the project
Ø  activities around the site
Activities around the site are sports (Tennis, Volleyball, Football, Basketball ) hence there is no other inconveniences apart from noises coming from fans will be produced and since other activities are sports hence the project is suitable



Site Inspection / Condition Survey
The client handover the site at 12nd November 2019 and site inspection started immediately.
 During inspection, following issues were observed:
Ø  The site is located behind Collage Of Engineering and Technology with existed constructed seats.
Ø  The seats were constructed by concrete to accommodate fewer seating fans
Ø  The seats are 600mm from the existing running tracks, 4000mm by length and comprise of 5 steps.
Ø  The existing seats are not in good conditions so we will take them off
 

Identification and Assessment of Potential Impacts
The anticipated positive impacts are:
  • Increase comfortability to sports fans;
  • Upgrade stadium infrastructures;
  • Due to the quality of the design it will motivate greater number of people to sports ground
  • It would be one of the perfect place for resting during daytime

The most significant negative impacts of reconstructing the sections are:;
·               The project may cause erosion problem since the soil is of sand type;
·               Destruction of vegetation along the section;
·                  Increase in noise during the construction stage,
·                  Establishments of borrow pits;
·                  Establishment of construction camps;
·                  Disposal of construction waste; and
The above negative impacts will occur mainly during the construction phase.
Mitigation Measures Proposed
·         Planning and executing earth works with due diligence to prevent soil erosion;
·         Minimizing dust generation within the settlements by applying water to exposed surfaces;
·         Ensuring the environmental guidelines on ambient noise are observed by servicing equipment regularly and working early morning and at night especially in front of noise sensitive development such as lecture rooms since the site is behind COET
·         Ensuring that construction camp and borrow pit sites are carefully selected and arranged to minimize soil erosion and land degradation;


Reason behind for this project
For so long university of Dar es salaam students have been standing a while watching a football match and hence become inconvenience and problem which needed to be solved
The proposed solution to these problems is to construct seats for fans which would reduce inconveniences to fans also for the status of the University of Dar es salaam; its sports grounds should match the standard as number one leading university in Tanzania
The structure will comprise toilets in it for both men and women,

Alternatives to proposed solution:
  1. No action
As we have discussed above the importance of this project, to take no action simply means to continue with our current problem. The seats are genuinely importance since there are also some students taking sports programme, and the seats could be one of part of their education
  1. Using wood benches
This option is not good enough despite being cheap but it will not accommodate as many fans as the use of concrete constructed seats, which we recommend to be used in our proposed project

Feasibility study analysis:
In order to attain measurable, attainable project, the proposed project must have a potential to surrounding society, to the client himself or herself. As per our project the first factor we checked on was durability and sustainability of the project, durability includes the degree of permanence of the project, since we recommended concrete to be used as main material for seats construction and whole structure except roof. For sustainability concrete is one of the materials if constructed well it takes a long period of time before maintenance

Cost effectiveness
As explained above the seats will be constructed at north side of the stadium only for starting point, and material selected are concrete which are not expensive as to compare to other materials, despite having high initial cost but they have low operating cost, also for the level of the stadium the use of concrete seats will be enough for now. Also consultant will help to make necessary arrangement to provide professional opinions on cost effectiveness 

Risks that may jeopardize project success 
One of the risk we feared it would jeopardize the project is availability of fund

Conclusion
To conclude, it is worth mentioning that environmental and social considerations are increasingly taking centre-stage in development planning and policy decision-making process at all levels. This is because of the growing awareness of the damage being done to the environment in man’s quest for social progress and economic development. The report describes the complete process by which the implementation of the construction of stadium seats project will impact on the environment and social settings and how these impacts were assessed.
After critically identifying, analyzing and evaluating the potential environmental and social impacts expected to result from the proposed project.
Mitigating measures have however been recommended to help eliminate or minimize the unpleasant impacts identified, in order to enhance the environmental benefits of the project. Some of the factors that dictate the strategies for the choice and implementation of the mitigation measures include; technical knowledge, finance, settlement patterns, climate and cultural beliefs.
