RE: EVALUATION REPORT ON TENDER No. AE/016/2018-19/DSM/W/03 FOR CONSTRUCTION OF RESIDENTIAL HOUSE AT SURVEY QUATER

1.0  INTRODUCTION

           University of Dar es salaam has set aside funds in the financial year 2018/2019 to cover procurement of a contractor for construction of residential house at survey quarter

2.0  TENDER INVITATION AND OPENING

2.1  University of Dar es salaam invited sealed bids from eligible Local Contractors registered or able to be             registered with the Contractors Registration Board (CRB) as Civil Contractors in class four (iv) and above.

2.2       Tender was invited through PPRA Portal website and local newspapers namely “The Guardian”, Daily news and Mwananchi on 04th march, 2019 under National              Competitive Tendering from all interested, eligible and competent bidders.

2.3     The following six (2) Companies purchased and collected tender documents:-

Ø  Group 07 civil Engineering LTD
Ø  Group 08 civil Engineering LTD


2.4   Bids were opened on 11th march, 2019 in the presence of bidder/bidder’s representatives who chose to attend. Minutes of the tender opening are attached to this report. During opening two (2) bids were submitted, opened and read out as shown in Table 1 below:

3.0  EVALUATION PROCESS

3.1     EVALUATION COMMITTEE

The following Officers were appointed to evaluate this tender:
            (i)         Mr. Mnyanyembe ismail           Quantity surveyor    
            (ii)        Mr. Bisendo, Godfrey cyprian    Quantity surveyor  
(ii)               Mr. Joseph Robert josephat       Quantity surveyor

In compliance to Section 40 of the Public Procurement Act No. 7 of 2011, the tender evaluation team signed the Personal Covenants.
3.2     Bid Evaluation Procedure

In order to determine a successful bidder, the bid has to pass through a number of evaluation phases as stated in the bidding document ITT clauses 28-34 and PPRA’s Standard Bid Evaluation Procedure. The phases/ stages are as outlined here under:

·         Preliminary Examination (ITT Clause 28): to identify and reject bids those are incomplete, invalid or substantially non-responsive to the bidding requirements as specified in the bidding document.

·         Detailed Examination (ITT Clauses 29-33): bids that passed preliminary examination were subjected to detailed examination to determine the evaluated bid price after correcting arithmetic errors, discounts, adjustments and currency adjustments. The evaluated bid prices were ranked to determine the lowest evaluated.


·         Post qualification Evaluation (ITT Clause 34): this involved checking the submitted qualification documents to determine if the bidder has financial and technical capacity and the required experience to execute the contract if awarded.

PRELIMINARY EVALUATION

3.1  Eligibility and Responsiveness.

The Evaluation Team undertook preliminary evaluation to test the responsiveness of Bidders to Instruction to Tender (ITT). In this preliminary examination stage, the bids were examined to detect and reject bids which were incomplete, invalid or substantially non-responsive (ITT 28) and is summarized in Table No.  2
 

3.2  Observations from Preliminary Examination of the Bids

Preliminary Examination of the bids indicated that:
(a)       All two (2) Bidders were found to be substantially responsive and thus qualified for the next stage of Detailed Evaluation.


4.0  DETAILED EVALUATION
         
          The bids were subjected to Detailed Evaluation and the following criteria were        observed on the bids form and priced Bills of Quantities.

4.1        Checking for Arithmetic Errors (IIT 29)
         
          The Evaluation Team checked for arithmetic errors and the following were   observed on the bid forms and priced Bill of Quantities;


4.1.1           GROUP 07 CIVIL ENGINEERING LIMITED

General Summary
·         After arithmetic check and thoroughly examination of the tender in pricing method, no error was found.
·         But the BOQ is incomplete with some items not measured/priced example electrical installation also plumbing installation some items are not priced.
·         The tender price is TZS. 111,907,890



4.1.2           GROUP 08 CIVIL ENGINEERING LIMITED

General Summary
After arithmetic check and thoroughly examination of the tender in pricing method, no error was found the tender price is TZS. 111,705,890.00

    5.0  Comparison of Evaluated Bids Prices and Ranking to Determine the        Lowest Evaluated Bid (ITT 31)

         After correction of errors the bids were compared and ranked to determine the         lowest priced bid as per Table 3 below:

From Table No. 3, Group 07 civil engineering limited is found to be lowest priced tender.

POST QUALIFICATION

6.1    Post qualification of the lowest priced tender was carried out in accordance with      clause 34 of the ITT.
           
         At post qualification stage, the team evaluated the qualified bidder using the            following criteria:-

·         Experience in similar works
·         Qualification and Experience of proposed Key Personnel
·         Equipment and Plants proposed for assignment.
·         Financial Capability


7.1       CONCLUSION

Based on the qualification analysis, it is concluded that GROUP 07 CIVIL ENGINEERING LIMITED has substantially met all qualification requirements set in the Tender Document.

7.2     AWARD RECOMMENDATIONS

In accordance with ITB clause 35.1 and ITT clause 34, the Employer is required to award the contract to the bidder whose tender has been determined to be         substantially responsive to the bidding documents and who has offered the     lowest evaluated tender price, provided that such bidder has been determined to be (a) in accordance with ITB clause 3, and (b) qualified in accordance with ITB clause 4.
        
         Based on the above, it is recommended that Group 07 civil engineering Limited be awarded a contract for PROPOSED CONSTRUCTION OF RESIDENTIAL HOUSE AT SURVEY QUATER at a contract price of TZS 111,907,890.00  VAT inclusive and for completion period of Six (3) months.
